The purpose of this Commissioner’s Memo is to clarify the remaining deadlines for the 2011-2012 Arkansas Comprehensive School Improvement Plan (ACSIP). The deadlines apply to all programs included in the ACSIP.
Submission for Final Approval of the Local Education Agency (LEA) 2011-2012 ACSIP is midnight on May 1st.
The ACSIP program will lock out submissions for Program Amendments and Program Adjustments from districts at midnight on May 1st.
On July 1st, the LEA’s 2011-2012 ACSIP that received Final Approval will rollover and become the 2012-2013 ACSIP, for Substantial (approval) Compliance, until the plans are submitted for amendments. After each submission for amendments, plans will be read for Substantial (approval) Compliance.
Terms Defined
Program Amendments increases or decreases the total amount budgeted, adds a budget function code (line item), budget object, adds staff, increases or decreases the amount budgeted for capital outlay (add and/or remove Interventions and/or Actions).
Program Adjustments move money around within the approved budget categories. Program adjustments neither change the total amount budgeted, nor are they used to add new staff positions, new budget function codes or budget objects, or change capital outlay.
Substantial (approval) Compliance shows the essential requirements of the plan although all formal requirements are not complied with in the plan. Essentially the obligation clock starts once an application is deemed substantially approvable (in substantial compliance).
Final Approval is when all program and fiduciary requirements have been met.
