At the request of the National Association of State Directors of Pupil Transportation Services (NASDPTS), the Division of Public School Academic Facilities and Transportation will be conducting a one day survey of illegal passing incidents involving school district buses. The results of the survey will be compiled by NASDPTS to determine the prevalence of illegal passing of school buses. That data will help improve safety countermeasures at the state and national level.
School districts are asked to participate in this necessary research.
On Wednesday, May 2, 2012, the district’s school bus operators should observe any instances of motorists illegally passing the school bus and report the incidents using the attached form. Please instruct the drivers to pay particular attention to the instructions and safety precautions.
As always, the driver’s primary duty is to the safety of the students.
Also note that an “incident” is one or more cars illegally passing a stopped school bus during a complete stopping procedure. Only one incident, possibly multiple cars, should be reported at an individual stop location and sequence. The drivers should note the criteria at the bottom of the form to report only illegal passes that occur while the bus driver is in full compliance with state training and procedures. Results should be submitted even if no violations occur.
